At this level a paper is expected to take a defensible position and hold it under pressure. Evidence is synthesized rather than cataloged, competing findings are reconciled instead of ignored, and every recommendation carries an implementation reality behind it: who resists, what it costs, how it is measured. A tidy summary that would have earned full marks two degrees ago reads as thin here.
Register matters as much as content. Doctoral prose is confident and economical, and hedging every clause is one of the fastest ways to signal that a document was written by someone uncomfortable at the level.

- Problem statements narrow enough to be answerable and framed in the practice setting they belong to.
- Literature sections organized by argument rather than by author, with gaps named honestly.
- Methods and implementation writing that a committee can follow and question.
- Evaluation and dissemination sections that connect to the measures actually chosen.
- Revision passes after faculty feedback, which at this level is the normal rhythm rather than a failure.
The document is held by one writer across the course so the argument does not drift between sections, and so faculty comments on an early chapter are carried into the later ones automatically.

Doctoral course codes vary by cohort and are revised regularly, so nothing here assumes what your classroom contains.
